Mr Robert Mwesigwa Nviiri
Executive Secretary, CASSOA
Mr Robert F.O. Mwesigwa Nviiri is the current and 3rd Executive Director of the Civil Aviation Safety and Security Oversight Agency (CASSOA), an Institution of the East African Community (EAC). He was appointed to the position on 15th August 2015 by the 32nd Council of Ministers of the EAC for the tenure that concludes 31st May 2017.
Given the new dimensions in aviation, Mr Nviiri’s focus is the enhancement of aviation security oversight by the Partner States’ Civil Aviation Authorities. He is a Soviet-trained aeronautical engineer with a Master’s of Science degree in aeronautical engineering, having specialised in aircraft construction and exploitation.
He believes in the importance of harmonised civil aviation policies and regulations in order to foster a safe, efficient and economic aviation industry in the region. His dream is reviving East African Airways, the regional airline. He envisages East Africa Airways competing with mega carriers plying the regional routes and connecting passengers to destinations that the airline once served in the 1960s and 1970s.
Prior to his current position, Mr Nviiri served as the Technical Coordinator for CASSOA, as one of the pioneer staff that operationalised the newly established EAC Institution. He served as Director, Technical Services in the defunct East African Airlines (Uganda) where he was one of the pioneer staff that operationalised that airline in 2002. Mr Nviiri also served as a field officer in the World Bank/Government of Uganda project on Social Dimensions of Adjustment which was run by the Ministry of Planning and Economic Development; Technical Advisor at JBK Services (EA) Ltd; Planning Engineer in the defunct Uganda Airlines from 1995-2000, having first served as a line maintenance engineer.
On the social aspect, Mr Nviiri was a Rotarian of the Rotary Club of Kampala from 2004 to 2007.
Mr Nviiri is married to Helen Namirembe and they are proud parents of six.
