  1. The East African Community has received financing from the World Bank toward the cost of the Statistics Development and Harmonisation Regional Project (StatDHRP), and intends to apply part of the proceeds toward payments under the contract[1] for Supply of Equipment for the Data Lab at East African Statistical Training Centre (EASTC), Dar es Salaam, Tanzania
  1. The EAC/StatDHRP now invites sealed Bids from eligible Bidders for Supply of Equipment  for the Data Lab at East African Statistical Training Centre (EASTC), Dar es Salaam, Tanzania

  2. Bidding will be conducted through National (regional at EAC level) competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 (Revised November 2017) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  4. The[3] bidding document in English may be downloaded from the EAC website: www.eac.int under procurement link.

  5. Bids must be delivered to the address in (9) below on or before 11:00 am local time on 20th April 2020. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address in (9) below at 11: 30 am local time, on 20th April 2020.

  6. All Bids must be accompanied by a Bid Security in USD 8,600

  7.  [1]     Substitute “contracts” where Bids are called concurrently for multiple contracts. Add a new para. 3 and renumber paras 3 - 8 as follows: “Bidders may Bid for one or several contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”

[2]     A brief description of the type(s) of Goods should be provided, including quantities, location of Project, delivery/construction period, application of margin of preference and other information necessary to enable potential Bidders to decide whether or not to respond to the Request for Bids. Request for bids document may require Bidders to have specific experience or capabilities; such qualification requirements should also be included in this paragraph.

[3]     The fee chargeable should only be nominal to defray reproduction and mailing costs. An amount between US$50 and US$300 or equivalent is deemed appropriate.
