  1. The East African Community (EAC) received funds from Kreditanstalt für Wiederaufbau (KfW), German Development Bank to support the initial development of the Regional Centre of Excellence for Vaccines, Immunization and Health Supply Chain Management (RCE-VIHSCM). Among the activities to finance there is purchase of necessary equipment to achieve the center’s goals.
  1. UR hereby invites the eligible bidders to submit bids for the Tender for the purchase of IT Equipment for EAC Pooled Procurement Mechanisms.
  1. The bidding process will be conducted through the National Competitive Bidding (NCB) in accordance with the KfW Procurement Guidelines. The tender comprises of one (1) Lot and participation is open on equal conditions to all companies that are eligible and specialized in the field.

  1. The biding document in English may be purchased by interested and eligible bidders upon payment of a non-refundable fee of seven thousand Rwandan Francs (Frw 7,000). The method of payment will be direct deposit to the Rwanda Revenue Authority (RRA) account (Non fiscal Revenue). The document will be sent by email or courier.
  1. Bids must be delivered to the below address not later 10h30 AM hours Kigali Rwanda time on 13th December 2024. Electronic bidding will not be permitted. Late bids will be rejected.
  1. Bids will be publically opened in the presence of the bidders’ designated representatives and anyone who chooses to attend. The meeting will take place physically at the below mentioned address on 13th December 2024 at 11h00 AM Kigali - Rwanda time local time.
  1. Bids well typed, appropriately bound and presented in three copies (one original and two copies) must be accompanied by a bid guarantee issued by any reputable financial institution of Five Million Seven Hundred Ninety-Six Thousand Rwandan Francs (Frw 5,796,000). For in convertible currency, in sealed envelope and must reach to the Secretariat of the below mentioned address on or before the date and time mentioned in the point 6 and 7. The outer envelope should clearly indicate the tender number and title.

The East African Community (EAC) Secretariat has received a grant in the amount of US$ 15 million from the World Bank under the Eastern Africa Regional Digital Integration Project. which aims to advance digital market integration in the Eastern Africa region by increasing affordable access to regional broadband connectivity and strengthening the enabling environment for cross-border digital services. Phase I of the EA-RDIP Series of Projects covers two Regional Economic Communities: EAC and IGAD, and also includes country projects in Somalia and South Sudan. The EAC Secretariat intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The project is designed around four components, which reflect the distinct but interconnected layers of an integrated regional digital market. Components 1, 2 and 3 will support Connectivity Market Development and Integration; Data Market Development and Integration; and Online Market Development and Integration, respectively, whereas component 4 will support Project Management and Implementation Support.

Component 1. Connectivity Market Development and Integration will provide support to the harmonization of broadband connectivity market, including support aimed at removing barriers to regional telecoms infrastructure and services to encourage investment, improve performance, eliminate pricing and quality differentials, as well as expand access to connectivity.

Component 2. Data Market Development and Integration will provide support towards harmonization of cybersecurity frameworks across the EAC Partner States to enhance the security of the cross-border data flows to safeguarding personal data, promoting trust in cross-border data transactions.

Component 3. Online Market Development and Integration will provide support to the establishment of regionwide rules on online markets by promoting the harmonization of laws and regulations in a series of policy areas that are essential for the integration of digital markets. Policy areas covered under this component will focus on enabling remote transactions, including-signature, and cross-border payments, and set out rules for the functioning of online markets and services, including the responsibility of online intermediaries.

Component 4. Project Management and Implementation Support will provide technical assistance and capacity support for project implementation, including financing for the setup of a project implementation unit (PIU).

The technical assistance from the EAC will focus on advancing harmonization by providing regional training to NSO experts, followed by country level training and technical missions to support implementation of the guidelines.

Procurement of contracts financed by the World Bank will be conducted through World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated November 2020, Four Edition (“Procurement Regulations”) and is open to all eligible firms and individuals as defined in the Procurement Regulations.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business, on the World Bank’s external website, EAC website, Regional News Papers and National Newspapers in East African Countries.

Prequalification/Initial Selection of suppliers and contractors will not be required for the contracts under this project.
