EAC to Host Regional Workshop for Data Experts on Cross-Border Data Flows

East African Community Headquarters, Arusha, Tanzania, 5th December, 2024: The EAC Secretariat is set to convene a Regional Workshop for Data Experts on Cross-Border Data Flows, scheduled to take place from 9th – 11th December, 2024 in Kampala, Uganda. The workshop marks a critical step towards developing a harmonised regional legal framework for data protection and privacy in the region.

This initiative forms part of the Eastern Africa Regional Digital Integration Project (EARDIP) Data Market Development and Integration objective to establish a seamless and secure environment for cross-border data flows across the Community.

The workshop aims to foster consensus among policymakers on the features of a proposed EAC Cross-Border Data Exchange Mechanism. This mechanism is designed to establish a unified approach to data governance, enabling secure, ethical and responsible data sharing across borders.

Additionally, the mechanism will serve as a foundation for developing long-term regulatory frameworks that ensure robust data protection across the region. By addressing legal and institutional gaps, it aims to create an environment conducive to trust and compliance.

Furthermore, the workshop seeks to promote collaboration and standardisation, unlocking the region's data market potential. A harmonised framework will drive digital innovation, support cross-border trade and position the EAC as a competitive player in the global digital economy.

Participants will assess the region’s technological readiness for cross-border data flows and explore various implementation models, including adequacy frameworks, certifications, Standard Contractual Clauses (SCCs) and sector-specific measures.

“This workshop underscores our unwavering commitment to establishing the EAC as a frontrunner in digital transformation and regional integration,” says EAC Deputy Secretary General, Ms. Annette Semuwemba.

“By fostering collaboration and developing a harmonised framework for cross-border data flows, we are paving the way for a digitally interconnected region that drives innovation, enhances trade, and strengthens global competitiveness,” she added.

The three-day workshop will feature in-depth presentations on existing data management frameworks within the EAC Partner States, providing a comprehensive understanding of the region’s current capabilities and challenges. These sessions will set the stage for identifying opportunities to harmonise legal and institutional approaches, ensuring a cohesive framework for cross-border data flows.

Participants will also gain valuable insights from private sector leaders in telecoms, banking and technology, who will share their perspectives on fostering innovation and collaboration. Discussions will explore models and safeguards for secure data exchange, culminating in the development of a practical roadmap for implementing the EAC Cross-Border Data Exchange Mechanism.

By harmonising data protection laws and integrating digital systems, EARDIP aims to foster an interconnected digital ecosystem that supports innovation, trade and regional integration.

A unified approach to data governance will enhance trust and transparency among EAC Partner States, facilitating the free exchange of data for economic growth and digital transformation

The workshop will bring together a diverse group of technical stakeholders, led by Data Protection Commissioners and CEOs heading the EAC delegations. These leaders will be accompnied by senior data experts, strategically designated as focal points by their respective data protection offices to provide technical insights and guidance.

To ensure inclusivity and a well-rounded dialogue, additional delegates from relevant stakeholder organisations will also participate, enriching the discussions with varied perspectives and expertise.

Representatives of international development partners such as the World Bank will also contribute their insights, ensuring a comprehensive and collaborative approach to advancing cross-border data governance in the region.
