Hon. Andrea Ariik Malueth is the Deputy Secretary General of the East African Community (EAC), in charge of the Infrastructure, Productive, Social, and Political sectors. He steers the region's infrastructure enhancement projects and oversees projects and activities within the productive and social sectors, such as education, health, and agriculture. He also coordinates the bloc's political aspect, including peace and security initiatives and the advancement of the region’s political federation aspirations. In this respect, he has been the link between the Community and multilateral partners supporting the EAC collective development imperatives, participating in high-level forums of the AfDB, World Bank, UN, Commonwealth among others.

Hon. Ariik is a seasoned leader with extensive experience in public administration and governance. He is an ardent champion of education and peace and is hailed for driving transformative initiatives and advocating for inclusive development in South Sudan.

Prior to joining the EAC Secretariat, he served as the Under Secretary at the Ministry of East African Community Affairs in the Republic of South Sudan. He was instrumental in advancing policies that enhanced regional economic integration, fast-tracking South Sudan's integration into the bloc and fostering greater cohesion and cooperation within the EAC.

Hon. Ariik has held various positions of leadership within the South Sudanese government. He served as the State Minister in the Ministry of Finance, leaving an indelible mark by introducing and implementing public finance systems prevalent to date. He served as the State Minister in the Ministry of Education where he spearheaded reforms in curriculum development and access to quality education for marginalized communities - fostering educational equity and inclusivity while ensuring equal opportunities for all.

As a Technical Economic Advisor to the Government of South Sudan, Andrea brought his expertise to bear on critical economic reforms aimed at driving sustainable development and stability. His strategic insights and pragmatic approach were pivotal in shaping policies that promoted fiscal responsibility and economic resilience.

As a Member of Parliament representing the Akop Constituency in South Sudan, Andrea remained steadfast in his commitment to serving the needs of his constituents and advocating for policies that promoted inclusive growth and development. His tenure was marked by a tireless dedication to advancing the interests of the people and ensuring their voices were heard on the national stage.

Hon. Ariik holds a MSc from the University of Juba, South Sudan and is currently pursuing a Ph.D. in Business Administration (Finance) from the University of Nairobi, Kenya.

H.E Veronica M. Nduva, CBSH.E Veronica M. Nduva, CBS
Secretary General

Her Excellency Veronica M. Nduva is the Secretary General of the East African Community (EAC). She serves as the Principal Executive Officer of the Community and also as the Secretary to the Summit of the EAC Heads of State. She coordinates the EAC Council of Ministers meetings and also oversees all the Institutions of the EAC.

Before her appointment by the Summit of the EAC Heads of State on 7th June, 2024 as the EAC Secretary General, Veronica Nduva served in the senior ranks of the Executive of the Government of Kenya as the Principal Secretary (PS) for the State Department for Performance and Delivery Management.  Ms. Nduva was also the Secretary to the National Development Implementation Committee (NDIC) and the Joint- Secretary to the Principal Secretaries Meeting.

Ms. Nduva also served as the Principal Secretary to the State Department for Gender and Affirmative Action, following her appointment by H.E. President William Ruto in December 2022.

Ms. Nduva is an accomplished governance public sector professional with 24 years of career experience spanning the Government of Kenya, the East African Community, the United States Government and the Civil Society. She possesses a concise and demonstrable understanding of all government structures and operations, as well as inter-agency collaborations, with a track record of leading the development of Kenya’s Constitution and the National Policy and Action Plan on Human Rights Sessional Paper.

She holds a Master of Arts in Communication and a Bachelor of Arts in Political Science and Public Administration, both from the University of Nairobi. Ms. Nduva is also extensively trained and experienced in Human Resource Management and budgetary appropriations. She is qualified and experienced in bi-lateral relations, political strategy and communication, analysis, relationship building, strategic thinking and an Expert Negotiator.

Ms. Nduva's formidable energy, incredible creativity, attention to detail and tireless work ethic are exemplified by multiple awards and recognitions she has received over the years, the latest being the decoration by the President of the Republic of Kenya of Order of the Chief of the Burning Spear (CBS)- 1st class, awarded in December 2023 for distinguished and exemplary Public Service.

Veronica Mueni Nduva is married and has been blessed with three children. Away from work, she enjoys spending time outdoors.

Anthony KafumbeDr. Anthony Luyirika Kafumbe
Counsel to the Community

Dr. Anthony Luyirika Kafumbe is the current Counsel to the East African Community. He is also an Ex–officio Member of the East African Legislative Assembly.

Prior to his current appointment he worked as a Principal Legal Officer with the EAC from July 2008; was a lecturer at Makerere University at the Faculty of Law and also served as Senior State Attorney in the Ministry of Justice in Kampala, Uganda.

His current work schedules as the principal legal advisor to the Community pursuant to Article 69 of the Treaty for the Establishment of the East African Community (Treaty), involves pursuing legal protection of the Community’s interests at the East African Court of Justice and in Partner States’ Courts of law. He renders legal advice and facilitates the formulation and interpretation of laws for all the organs and institutions of the East African Community. Besides providing legal advice, he facilitates policy organ meetings and conducts legal research on international and national laws on matters relevant to the Community. Consistent with the foregoing, he also performs such other duties as are conferred upon him by the Treaty and the Council of Ministers.

Hon. Dr. Anthony Luyirika Kafumbe, attended Namilyango College in Uganda and now holds an LLB (Hons) (Makerere University, Uganda), DIP.LP (Law Development Centre, Uganda), DIP. W.L (University of Zimbabwe, Zimbabwe), DIP. ESHRW (University of Lund, Sweden), LLM (University of Pretoria, South Africa), MBA (Eastern and Southern African Management Institute, Arusha, Tanzania) and a PhD (University of Glasgow, Scotland, United Kingdom). His publications include a number of journal articles and a book chapter: Unsatisfactory Aspects of Women’s Rights to Property in Uganda and Proposals for Reforms in Self Determination and Women’s Rights in Muslim Societies (Brandeis University Press, Waltham, Massachusetts, USA, originally published in 2012) edited by Chitra Raghavan and James P.Levine

Ms Vivienne Yeda Apopo
Director-General, East African Development Bank

Ms Vivienne Yeda Apopo is the current Director General of the East African Development Bank (EADB). She assumed the position in January 2009.

Ms Apopo is an experienced professional banker and international business lawyer with over 20 years practical and comprehensive development banking, finance and business experience in Africa. She has worked in the financial sector developing projects in banking and finance in several African countries and has experience in strategic management, business operations and project management.

She has a long track record and practical experience in devising financial solutions to support programmes and projects in the public and private sectors subject to tight deadlines and budget constraints.

Ms Apopo has negotiated and structured facilities for sovereign borrowers including governments, Central Banks and Regional Economic Communities, and undertaken a number of projects with private sector borrowers.

Prior to her employment at EADB, Ms Apopo worked for the African Development Bank, as the Resident Representative and Country Manager for Zambia. Prior to that, she served as Director of Legal Affairs at the EADB.

In May 2014, Vivienne Yeda Apopo was recognized for her work at EADB, when she was awarded the “African Banker of the Year Award”, by the annual African Banker Awards ceremony. In October 2014, she was named “Business Leader of the Year”, by the Africa-America Institute, in recognition of her contribution to development banking, finance and business in Africa for over 20 years.

Ms Apopo holds Master of Business Administration (MBA) and Master of Laws (LLM) degrees. She has also served as a member of the Board of Directors of the Central Bank of Kenya since March 2011.
