  1. The East African Community (EAC) has applied for funding from the African Development Bank through the NEPAD Infrastructure Project Preparation Facility (NEPAD – IPPF) to finance the above road project’s preparation and it intends to apply part of the grant proceeds to eligible payment under the contracts for consultancy services. The services will include reviewing and updating any existing designs and carrying out full feasibility studies and detailed engineering designs for the road sections with no existing designs for the regional trunk roads linking the two East African Partner States (Burundi and Rwanda) through the Kanyanru Bas / Akanyaru Bas border post.
  1. The main objective of the study is to improve the transport infrastructure with a view to supporting EAC regional integration and economic development. The services will be procured through a shortlist of eligible and qualified consulting firms in accordance with AfDB rules and procedures. Broadly, the proposed study will consist of the following components: -
    • Conducting full Feasibility Studies, Environmental and Social Impact Assessment (ESIA) and preliminary designs for the entire road.
    • Carrying out design reviews and detailed engineering designs to conform to the EAC standards.
    • Preparation of tender documents for the most viable options chosen by the Client.
  1. PROJECT DESCRIPTION

The project will include the following components: -

  1. Burundi Section: the 66-km long Ngozi (Mwumbe) – Nyamurenza – Ntega – Kirundo road which branches from the Bujumbura – Bugarama – Ngozi – Gitega – Kobero road. It is a gravel surfaced road traversing rolling to hilly terrain and runs parallel to the Kanyaru River. In the lowlands the road crosses several swamps and gets submerged in the rainy seasons.
  1. Rwanda Section: it is 110 km long and commences at the Akanyaru Bas border post and traverses rolling to hilly terrain through the towns of Nyaruteja, Kibirizi, Gisagara and terminating at Nyamiyaga. It is a gravel surface road that also crosses swampy areas.
  1. The East African Community now invites eligible consulting firms to indicate their interest in providing the services. Interested firms must provide a statement of capability and experience indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, registration documents, legal status, tax compliance, financial status, litigation status, etc.). Consultants may constitute joint ventures to enhance their chances of qualification

  1. Background

The Lake Victoria Basin Commission (LVBC) has received financing from the African Development Bank Climate Action Window toward the cost of the Climate Resilience for Sustainable Maritime Transport Infrastructure in Lake Victoria Basin (CRESTI- LVB) Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Individual Consultants to Undertake an Environmental and Social Impact Assessment (ESIA), Resettlement Action Plan (RAP) and Rapid Climate Risk and Vulnerability Assessment (RCVRVA) to Design the CRESTI- LVB Project.

The services included under this project are to enhance climate resilience through strengthened absorptive and adaptive capacity of Lake Victoria's maritime transport infrastructure to climate change related shocks and stresses for sustainable socio-economic development of Lake Victoria Basin in the East Africa region. The proposed CRESTI-LVB project is expected to be implemented for a period of three (3) years.

Institutional and Implementation Arrangements: The Lake Victoria Basin Commission (LVBC) will be both the grant recipient and the executing agency (EA) for the project and will provide overall oversight for the project, under the stewardship of the Executive Secretary (ES) assisted by the Deputy Executive Secretary. The project will also benefit from policy guidance through the existing LVBC governance structures that include the Regional Policy Steering Committee (RPSC) comprised of Permanent/Principal Secretaries from relevant ministries of the partner states and the Sectoral Council of Minister (SECOM) for LVB up to the EAC wide Council of Ministers. The LVBC will constitute a Project Coordination Unit (PCU), which will be responsible for the day-to-day implementation and coordination of the project. The PCU will be led by a Regional Project Coordinator (RPC) reporting to the Deputy Executive Secretary and will be supported by a Team of Specialists including: an Environmental and Social Specialist, Climate Change Specialist, Monitoring and Evaluation Specialist, Procurement Specialist, Gender Focal Person, Finance Specialist, and relevant support staff. The PCU will, among others, support (i) project coordination; (ii) procurement and management of contracted goods, works, and services; (iii) processing of payment requests; and (iv) preparation of project reports.

The overall objective of the consultancy is to identify, assess and predict potential environmental and social impacts (positive and negative) and quantify the degree of risks of CRESTI-LVB project’s proposed interventions, recommend alternatives and design mitigating measures to prevent, reduce, mitigate and/ or offset/compensate the negative impacts and prepare an ESIA, Resettlement Action Plan (RAP) and undertake a Rapid Climate Risk and Vulnerability Assessment in line with AfDB and other EAC/LVBC, Partner States and international applicable safeguard policies, laws, regulations, guidelines and strategies.

The Infrastructure and Urban Development Department (PICU) of AfDB on behalf of the Lake Victoria Commission (LVBC) now invites eligible consultants to: (i) Indicate the Lot and Country (i.e. the prospective Consultant is to select only one Lot among the five Lots above), and (ii) indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services and submit a detailed CV (in a Template annexed to the Terms of Reference), plus academic and professional certificates, description of similar assignments, experience in similar conditions, availability of appropriate skills. Such information may include brochures, descriptions of assignments of similar nature in the last fifteen (15) years. In addition, the interested consultant should submit a capability statement of not more than four (4) pages indicating why he/she is the most suitable candidate for executing the above assignment. The prospective Consultant should also submit in a separate document monthly professional fees for the Consultant in USD as well as other costs anticipated costs in USD during the execution of the assignment.

The services included under this project enhance climate resilience through strengthened absorptive and adaptive capacity of Lake Victoria's maritime transport infrastructure to climate change-related shocks and stresses, thereby facilitating the sustainable socio-economic development of the Lake Victoria Basin in the East Africa region. The proposed CRESTI-LVB project is expected to be implemented over three (3) years.

  • Conduct a comprehensive cost analysis and prepare cost estimates for the proposed project infrastructure investments for the CRESTI-LVB project, incorporating considerations for climate resilience and trade logistics, informing budget allocations for implementation.

The services included under this project are to enhance climate resilience through strengthened absorptive and adaptive capacity of Lake Victoria's maritime transport infrastructure to climate change related shocks and stresses for sustainable socio-economic development of Lake Victoria Basin in the East Africa region.   1. Identify the current key issues that relates to climate change shocks and its socio-economic impacts on activities along the Lake Victoria Basin.
  2. Prepare Financial and Economic Analysis: to comprehensively evaluate the project's economic viability, by providing the project estimated financial costs, revenue projections, economic resource flow statement with quantification of potential climate benefits; compute rate of returns (financial and economic), and alignment with regional development goals.
  3. Risk Assessment/Sensitivity Analysis: Evaluate potential risks (risks and sensitivity analysis) and provide recommendations to enhance project economic Analyze key assumptions' sensitivity and their impacts on technical, financial, and operational outcomes. Include best-case, worst-case, and most likely scenarios to assess financial performance. Additionally, implement contingency plans and robust strategies for risk mitigation.
