The East African Community has received financing from the World Bank toward the cost of the Consultancy Services for the preparation of Architectural, Structural, Drawings, Bill of Quantity and Supervision of Construction of Multipurpose Building and Conduct Supervision of Construction Works, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Consultancy Services for the preparation of Architectural, Structural, Drawings, Bill of Quantity and Supervision of Construction of Multipurpose Building and Conduct Supervision of Construction Works. Approved detailed design drawings (i.e. Architectural, Structural and for Services (including electrical, plumbing, firefighting infrastructure, ICT and security System) to ensure proper design execution. The consultant shall advise of design applicability in terms of construction methodologies, green building and project implementation to supplement the completeness or consistency of the design execution. The consultant shall also prepare Bills of Quantities and Specifications and Tender documents

The East African Community now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The Consultant firm is expected to have the following core competencies:
- Demonstrate previous experience and expertise in carrying out Design, raising of BOQs and Supervision of Construction works with:
- Ability to provide required services.
- Possession of 10 years of experience in the area of supervision of construction works
- Possession of relevant industrial accreditation and certifications. The consulting firm should be registered by recognized professional boards and authorities recognized internationally and upon commencement of the project the consultant must be registered by recognized professional boards and authorities in Tanzania.
- Traceable references of 3 assignments of similar nature undertaken in the past 10 years (2014 to 2024) and at least one of them must be development partner/donor funded
- Proof of compliance to the laws of the land.
- Audited books of accounts for the last 3 years (2023/2022/2021).
- Experience in working in Sub Saharan Africa region
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised September 2023 (Procurement in Investment Project Financing: Goods, Works, Non-consulting and Consulting Services), setting forth the World Bank’s policy on Conflict of Interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
