CLIMATE RESILIENCE FOR SUSTAINABLE MARITIME TRANSPORT INFRASTRUCTURE IN LAKE VICTORIA BASIN (CRESTI- LVB) PROJECT
INDIVIDUAL CONSULTANT TO UNDERTAKE AN ECONOMIC VIABILITY ASSESSMENT STUDY OF THE CLIMATE RESILIENCE FOR SUSTAINABLE MARITIME TRANSPORT INFRASTRUCTURE (CRESTI-LVB) PROJECT

The Lake Victoria Basin Commission (LVBC) has received financing from the African Development Bank Climate Action Window (CAW) toward the cost of the Climate Resilience for Sustainable Maritime Transport Infrastructure in Lake Victoria Basin (CRESTI- LVB) Project, and intends to apply part of the agreed amount for this grant to payments under the contract for an Individual Consultant to Undertake an Economic Viability Assessment Study of the Climate Resilience for Sustainable Maritime Transport Infrastructure (CRESTI-LVB) Project.
The services included under this project are to enhance climate resilience through strengthened absorptive and adaptive capacity of Lake Victoria's maritime transport infrastructure to climate change related shocks and stresses for sustainable socio-economic development of Lake Victoria Basin in the East Africa region. The proposed CRESTI-LVB project is expected to be implemented for a period of three (3) years.
Institutional and Implementation Arrangements: The Lake Victoria Basin Commission (LVBC) will be both the grant recipient and the executing agency (EA) for the project and will provide overall oversight for the project, under the stewardship of the Executive Secretary (ES) assisted by the Deputy Executive Secretary. The project will also benefit from policy guidance through the existing LVBC governance structures that include the Regional Policy Steering Committee (RPSC) comprised of Permanent/Principal Secretaries from relevant ministries of the partner states and the Sectoral Council of Minister (SECOM) for LVB up to the EAC wide Council of Ministers. The LVBC will constitute a Project Coordination Unit (PCU), which will be responsible for the day-to-day implementation and coordination of the project. The PCU will be led by a Regional Project Coordinator (RPC) reporting to the Deputy Executive Secretary and will be supported by a Team of specialist including: an Environmental and Social Specialist, Climate Change Specialist, Monitoring and Evaluation Specialist, Procurement Specialist, Gender Focal Person, Finance Specialist, and relevant support staff. The PCU will, among others, support (i) project coordination; (ii) procurement and management of contracted goods, works, and services; (iii) processing of payment requests; and (iv) preparation of project reports.
The objectives of this consultancy are as follows:
- Identify the current key issues that relates to climate change shocks and its socio-economic impacts on activities along the Lake Victoria Basin.
- Prepare Financial and Economic Analysis: to comprehensively evaluate the project's economic viability, by providing the project estimated financial costs, revenue projections, economic resource flow statement with quantification of potential climate benefits; compute rate of returns (financial and economic), and alignment with regional development goals.
- Risk Assessment/Sensitivity Analysis: Evaluate potential risks (risks and sensitivity analysis) and provide recommendations to enhance project economic Analyze key assumptions' sensitivity and their impacts on technical, financial, and operational outcomes. Include best-case, worst-case, and most likely scenarios to assess financial performance. Additionally, implement contingency plans and robust strategies for risk mitigation.

The Infrastructure and Urban Development Department (PICU) of AfDB on behalf of Lake Victoria Basin Commission (LVBC) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services and submit a detailed CV (in a Template annexed to the Terms of Reference), plus academic and professional certificates, description of similar assignments, experience in similar conditions, availability of appropriate skills. Such information may include brochures, descriptions of assignments of similar nature in the last fifteen (15) years. In addition, the interested consultant should submit a capability statement of not more than four (4) pages indicating why he/she is the most suitable candidate for executing the above assignment. The prospective Consultant should also submit in a separate document monthly professional fees for the Consultant in USD as well as other costs anticipated costs in USD during the execution of the assignment.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at https://www.afdb.org.
