EARDIP Funding and Implementing Partners

The Eastern Africa Regional Digital Integration Project (EARDIP) is a World Bank-financed Series of Projects (SOPs) designed to accelerate digital market integration across Eastern Africa. The initiative supports enhanced cross-border broadband connectivity, secure data flows, and the development of a robust digital trade ecosystem, aligning with regional and continental digital transformation goals.

Phase I of the project is valued at USD 172 million, with funding allocated to both Regional Economic Communities (RECs) and national governments. Within this phase, the East African Community (EAC) is a key implementing partner and has been allocated USD 15 million to lead regional-level activities. These efforts are carried out in close collaboration with EAC Partner States, regional institutions, and other Regional Economic Communities (RECs).

EARDIP takes a multi-stakeholder approach to implementation, combining public sector leadership with private sector innovation and investment. Strategic partnerships with ICT industry actors, telecommunications providers, development partners, and financial institutions are central to ensuring the sustainability, scalability, and impact of the project.

This collaborative model is designed to not only close critical infrastructure gaps but also to foster an inclusive and competitive digital economy that benefits all citizens and businesses across the Eastern Africa region.

Online Market Development and Integration Objectives

In an effort to create an enabling environment for secure and efficient e-commerce systems that will ultimately advance digital market integration in the region, the Online Market Development and Integration component has set out the following objectives:

  1. Harmonisation of legal and regulatory frameworks

To harmonise legal and regulatory frameworks governing digital trade and e-commerce across the region, fostering a cohesive approach to digital transactions and ensuring consistency in policies.

EARDIP Objective and Strategic Components

The Eastern Africa Regional Digital Integration Project (EARDIP) aims to advance digital market integration, connectivity, and inclusion across Eastern Africa by expanding access to regional broadband infrastructure, strengthening the enabling legal and regulatory environment, and enhancing regional capacity through digital skills development and institutional strengthening. The project is designed to foster a seamless regional digital economy that promotes cross-border trade, innovation, and inclusive growth.

Through a collaborative approach involving national governments, Regional Economic Communities (RECs), the private sector and other stakeholders EARDIP supports the creation of a Single Digital Market (SDM) - a unified digital space where individuals and businesses can access and deliver digital services and information across borders efficiently and securely.

Project Objective

To advance digital market integration in the Eastern Africa region by increasing affordable access to regional broadband connectivity and strengthening the enabling environment for cross-border digital services

To achieve its objective, EARDIP is structured around four (4) interlinked Components that address the key building blocks of a digitally integrated region. These components are designed to reinforce one another by establishing the legal and regulatory foundations, expanding regional connectivity, developing digital trade and services, and ensuring effective implementation. Together, they support the creation of a unified digital ecosystem that promotes cross-border collaboration, strengthens institutional capacity, and unlocks inclusive digital opportunities across Eastern Africa.

Project Components

Component 1: Connectivity Market Development and Integration

This component focuses on providing support for the development of terrestrial cross-border connectivity and expanding backbone and last-mile connectivity to rural and remote communities. By addressing critical infrastructure gaps, the component aims to improve access, reduce the cost of internet services, and ensure that underserved areas are meaningfully included in the digital economy.

Expected Outcomes:

  1. Lower intra-regional communication costs through full implementation of ONA, increasing cross-border business through affordable voice and data traffic.
  2. Stronger Private Sector investment in the digital infrastructure via clear PPP frameworks and de-risking mechanisms particularly in rural and borderlands.
  3. Seamless regional digital connectivity through harmonised telecom policies, boosting economic integration and trade.
  4. Sustainable and efficient digital infrastructure through optimized spectrum management and green technology.
  5. Data-driven policymaking and investment planning through a clear and unified statistical framework for the digital economy.


Component 2: Data Market Development and Integration

This component aims to enable secure data exchange, storage, and processing across borders while strengthening the regional cybersecurity environment. It supports the development of harmonised policies, standards, and infrastructure that promote trust, protect personal data, and facilitate the seamless flow of information within the region, key foundations for a prosperous digital economy.

  1. Improved data security and protection mechanisms across the region through the implementation of harmonised cybersecurity regulations
  2. Seamless and trusted cross-border data exchange boosts trust in cross-border transactions, hence promoting digital trade and e-commerce.

Component 3: Online Market Development and Integration

This component focuses on building the foundation for a vibrant and inclusive regional online market by promoting the adoption of e-commerce, enabling and facilitating cross-border transactions, and other cross-border digital solutions. It also emphasizes the development of digital skills across the region to ensure that individuals, businesses, and institutions are equipped to participate in and benefit from the digital economy.

  1. Development and adoption of region-wide legal and governance frameworks for e-commerce, trade, and payment systems, ensuring consistency and coordination in regional digital trade policies.
  2. Development of a robust and cohesive framework that facilitates digital trade across the region.

Component 4: Project Management and Implementation Support

This component ensures effective coordination, implementation, and monitoring of project activities. It supports technical assistance, capacity building, stakeholder engagement, and results tracking.

Advancing Regional Integration Through Digital Transformation

The Eastern Africa Regional Digital Integration Project (EARDIP) is a flagship initiative designed to drive digital transformation, inclusion, and integration across the Eastern Africa region. Launched through a collaborative effort between the World Bank, the East African Community (EAC), the Intergovernmental Authority on Development (IGAD), and participating countries, EARDIP seeks to leverage the power of digital technologies to foster regional cooperation, inclusive growth, and economic resilience.

EARDIP builds on a strong foundation of regional integration within the East African Community, which is progressing through four key pillars: a Customs Union, a Common Market, a Monetary Union, and ultimately, a Political Federation. The Customs Union became operational in 2005, followed by the launch of the Common Market in 2010. A common currency is planned for introduction by 2031, setting the stage for deeper political and economic union.

Within this broader regional integration framework, digital transformation has become a central priority. The EAC has already taken significant steps toward a ‘Single Digital Market’ (SDM), including the EAC One Network Area (ONA) initiative, which eliminated mobile roaming charges and capped cross-border voice tariffs within Partner States, and the adoption of a Regional e-Commerce Strategy in 2022. These efforts aim to strengthen digital infrastructure, enhance cross-border services, and create a unified environment for e-commerce and digital trade.

However, the full implementation and expansion of these digital frameworks requires targeted investment, capacity building, and policy harmonisation - needs that EARDIP directly addresses.

EARDIP is being implemented as a Series of Projects (SOPs). Phase I includes three countries from the Horn of Africa - Somalia and South Sudan, as well as two (2) Regional Economic Communities: The East African Community (EAC) and the Intergovernmental Authority on Development (IGAD). These countries and RECs were selected based on both development needs and regional mandates, allowing for broad geographic coverage and strong institutional coordination.

This phase prioritizes regional connectivity, especially addressing significant infrastructure gaps in participating countries. It also lays the groundwork for two additional pillars that will be emphasized in future phases: data governance and digital platforms and the online digital economy.

Crucially, EARDIP aligns with the EAC Vision 2025 and the African Union’s Digital Transformation Strategy (2020–2030) and supports the vision for an integrated digital economy. By promoting harmonised regulations, secure digital platforms, and cross-border infrastructure, the project helps remove regulatory and investment barriers and supports the creation of a dynamic and unified digital market capable of generating economies of scale, attracting investment, and accelerating innovation.

Through a regional lens, EARDIP envisions an inclusive and resilient digital future for Eastern Africa - one that empowers governments, businesses, and citizens through connectivity, shared services, and secure access to the digital economy.
