  1. The East African Community (EAC) is a regional intergovernmental organization bringing together eight (8) Partner States, namely: the Republic of Burundi, the Democratic Republic of Congo, the Republic of Kenya, the Republic of Rwanda, the Federal Republic of Somalia, the Republic of South Sudan, the United Republic of Tanzania, and the Republic of Uganda, with its headquarters in Arusha, Tanzania. The vision of the EAC is “to attain a prosperous, competitive, secure, stable and politically united East Africa’’. Its mission is “to widen and deepen economic, political, social and cultural integration in order to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments”. The EAC Treaty of 1999, Chapter 18, Article 105 - 110 provides for “harmonizing food supply, nutrition and food security policies and strategies” relating to stimulating agricultural development, eliminating hunger, eradicating poverty, and ensuring food security.

The East African Community (EAC) Secretariat has received funds from the African Development Fund of the African Development Bank Group (AfDB) to implement the Enabling Sustainable Regional Agricultural Extension (ENSURE) Project. In order to strengthen the human resource capacity for coordination and implementation of the EAC-AfDB project “Enabling Sustainable Regional Agricultural Extension (ENSURE): a regional extension project aims to catalyzing adoption and scaling of technologies for African agricultural transformation through extension’’. The East African Community (EAC) seeks to recruit an individual consultant to fill the position of the Monitoring & Evaluation Specialist.
  1. The objectives of this consultancy are to assist the EAC Secretariat deliver on its mandate as defined in the Treaty and specifically to serve as knowledge focal point on all aspects of the agricultural extension and provide technical guidance in planning, development and implementation of various activities of the ENSURE Project.

  1. Eligibility criteria and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” October 2015 which is available on the Bank’s website at http://www.afdb.org
