The East African Community (EAC) has received financing from the African Development Fund (ADF) toward the cost of the EAC Payment and Settlement Systems Integration Project (EAC-PSSIP) and intends to apply part of the agreed amount for this grant to payments under the contract for Individual Consultancy Services to a Conduct Project Completion Report (PCR) for EAC Payment and Settlement Systems Integration Project (EAC-PSSIP).
East African Community (EAC) Secretariat is seeking an experienced and well qualified Individual Consultant to work with the EAC-PSSIP Project Manager, EAC Partner States Central Banks and other relevant stakeholders to draft the EAC-PSSIP Completion Report (PCR).
The specific objectives of this consultancy will include, among others, the following:
- Assess whether the project achieved its intended objectives, accomplishments and outcomes
- Provide detailed performance analysis of the project
- Highlight the challenges and risks
- Provide lessons learnt and recommendations
The consultant should possess the following:
- Master’s Degree in project management, economic development, Business Administration, Monitoring and Evaluation or any other relevant field from a recognized and accredited University/Institution.
- At least ten (10) years of experience in project M&E, preferably under Africa Development Bank, World Bank or Government Development partners funded projects.
- Proven experience in undertaking PCR
- Experience in the banking/financial services sector will be an added advantage

The East African Community (EAC) Secretariat now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (letter of interest, Update CV, description of similar assignments, availability of appropriate skills, copies of academic certificates and Proof of registration in a professional body etc.).
The selection procedure, eligibility criteria and establishment of the short-list, shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, October 2015, which is available on the Bank’s website at http://www.afdb.org
