Mr. Sévérin Léo Mbarubukeye serves as the Principal Secretary for East African Community (EAC), Youth, and Culture in the Republic of Burundi. In this capacity, he plays a significant role in fostering regional integration within the EAC framework. His work involves advancing the integration agenda through youth and cultural initiatives, aligning Burundi's commitments with the broader objectives of the EAC.

Under his leadership, Burundi has participated in key EAC processes aimed at improving regional cooperation and economic development. These include promoting peace, security, and cross-border initiatives such as the EAC's One-Stop Border Posts framework and the ongoing development of a regional refugee policy. Mr. Mbarubukeye has also been involved in regional strategies targeting social and cultural integration, essential for fostering unity among EAC member states.
