Mr. Huang Xia
Special Envoy of the UN Secretary General for the Great Lakes Region
Mr. Huang Xia serves as the Special Envoy of the UN Secretary-General for the Great Lakes Region, a position he has held since 2019. With over 30 years of diplomatic experience, including postings as China’s ambassador to Niger, Senegal, and Congo, Mr. Xia is a seasoned expert in peacebuilding and conflict resolution. His role focuses on fostering regional stability, promoting dialogue among stakeholders, and advancing the implementation of the Peace, Security, and Cooperation Framework for the Democratic Republic of the Congo and the Great Lakes Region.
Mr. Xia has been pivotal in facilitating initiatives to address security challenges in the East African Community (EAC) region. He collaborates closely with EAC Partner States to mitigate cross-border tensions, combat armed group activities, and strengthen regional mechanisms for peace and security. His efforts include advocating for inclusive dialogue processes and supporting regional frameworks like the Nairobi and Luanda processes to achieve sustainable peace.
