Former Regional Director for Africa, International Telecommunication Union (ITU)
Eng. Andrew Rugege is the former Regional Director for Africa at the International Telecommunication Union (ITU). In this capacity, he represented ITU at key regional bodies such as the African Union Commission (AUC) and the UN Economic Commission for Africa (UNECA). Rugege is recognized as a leader in driving digital transformation across the continent, particularly in leveraging ICT to accelerate socio-economic development and implement the United Nations Sustainable Development Goals (SDGs) and Africa's Agenda 2063.
Eng. Rugege has led various initiatives that provided expert guidance to African member states on ICT policy, regulation, infrastructure, and innovation, with a strong focus on youth empowerment and sustainable development. His other leadership roles include serving as COO at MTN Rwanda and CEO at Artel Communications. With advanced degrees in Engineering, Computer Science, and Business Administration, Rugege brings extensive expertise from both the public and private sectors.
