EAC Partner States to benefit from Judicial Education with the upgrading of Kenya Judiciary Academy into a regional hub

East African Community Headquarters, Arusha, Tanzania, 15th December, 2021The Government of Kenya will support the National Judiciary's quest to develop the Kenya Judiciary Academy into a regional hub that would be beneficial to all EAC Partner States, President Uhuru Kenyatta has said. 

President Kenyatta further disclosed that his government has allocated 55 acres of land in Nairobi for the construction of a world-class Kenya Judiciary Academy in a move to boost judicial education in Kenya and beyond. 

“This support is already underway and the Kenya Judiciary Academy is already supporting the training of judges and judicial officers from Somalia and South Sudan,” said President Kenyatta.

National Judicial Training Institutes in EAC Partner States urged to prioritise their training needs when engaging Development Partners

East African Community Headquarters, Arusha, Tanzania, 15th December, 2021The East African Judicial Education Committee (EAJEC) has urged National Judicial Training Institutes in EAC Partner States to prioritise their training needs when seeking support from Development Partners. 

EAJEC observed that National Judicial Training Institutes know their training needs and should be allowed to implement them to fill the existing human resource gaps in national judiciaries.  

EAJEC emphasised the need for the Judicial Training Institutes to set up a standing fund that can be utilized where donor funds fall short.

EAC lauds the United Republic of Tanzania for her invaluable contribution to regional integration efforts

East African Community Headquarters, Arusha, Tanzania, 9th December, 2021: The East African Community (EAC) hails the United Republic of Tanzania for her extensive contribution towards deepening regional integration and in turn increasing intra-EAC trade and development opportunities, as the country marks 60 years since independence.  

As one of the three founding Partner States of the Community, Tanzania plays an integral role in the region, serving as one of the three original Partner States of the EAC who signed the Treaty establishing the EAC on 30th November 1999, which entered into force on 7th July, 2000.

  1. The Regional Protection and Solutions Dialogue for the East and Horn of Africa was held at the Safari Park Hotel in Nairobi, Kenya on 6th and 7th of December 2021. The Dialogue was co-convened by UNHCR’s Regional Bureau for the East, Horn, and the Great Lakes, the East African Community (EAC) and the Intergovernmental Authority on Development (IGAD).
  1. Representatives of 10 member and Partner States of the EAC and IGAD were in attendance: Burundi, Djibouti, Ethiopia, Kenya, Rwanda, Sudan, South Sudan, Somalia, Tanzania, and Uganda. Participants included Ministers, Refugee Commissioners and national and international refugee protection and solution experts. The African Union Commission (AUC) and the International Conference of the Great Lakes Region (ICGLR) were also represented.

Micro, Small and Medium Enterprises play a crucial role in the economic development of the region, says Secretary General

East African Community, Mwanza, Tanzania, 6th December, 2021The EAC Secretary General Hon. (Dr.) Peter Mathuki said Micro, Small and Medium Enterprises (MSMEs) play a crucial role in the economic development of East African countries, accounting for 90% of businesses and 80% of employment especially among youth and women. 

Speaking during the official opening of the 21stMSMEs Trade Fair at Rock City Grounds, Mwanza, United Republic of Tanzania, Dr. Mathuki reiterated that EAC Partner States still have a critical role in enabling MSMEs growth to ensure long term sustainability and recovery by promoting programs that prioritise MSMEs to spur demand for quality finished goods and progressively improve the region’s competitiveness.

EAC Council of Ministers unlocks recruitment process

East African Community Headquarters, Arusha, Tanzania, 30th November, 2021: The East African Community Council of Ministers has unlocked the recruitment process for vacancies that was postponed in October this year. 

Making the announcement, the Chairperson of the Council of Ministers who is also Kenya’s Cabinet Secretary for EAC and Regional Development, Hon. Adan Mohamed, said that shortlisted applicants from the EAC Partner States would soon receive invitations from the Secretariat to participate in the interviews.

EACJ engages with academia and young lawyers on their role in promoting justice in the region

East African Court of Justice, 25th November l 2021: The President of the Court Hon Justice Nestor Kayobera calls on the academia and young Lawyers to engage in promoting justice in the region as their role in the integration agenda is very critical.

This was during a one- day public conference for the University Students and young Lawyers held at Light University Bujumbura as part of the EACJ 20th Anniversary celebrations.  

His Lordship commended the Management of the University for the initiative to organize the conference and being the first one to engage the academia in large numbers in 20 years of the Court.

He pointed out that "this is a result of the Court sitting in Burundi for a long period (one month), which is an opportunity to reach and sensitize the population on the Court and the disputes settled there. This will enable the public have deeper understanding of the Court and the disputes settled as a violation of the East African Community Laws, he said.

Justice Kayobera urged the Students and Lawyers, that it is very pertinent to read and familiarize with the Treaty, Protocols, EACJ rules of procedure and Law Reports all available on the website of the Court, this will enable to grow rich knowledge in the jurisprudence of the Court and be able to practice before the EACJ.

He further added that these engagements will continue in all Partner States to ensure people are aware of the services of the Court in protecting their rights in the integration process.  

On his part, the Vice President of the Court, Justice Geoffrey Kiryabwire also called on students and lawyers to be peace makers as the best approach in dispute resolution mechanism in the region. He urged Lawyers to always be prepared to argue their cases before Court properly.

Prof. Gaspard Banyankimbona, Executive Secretary for Inter-University Council for East Africa pointed out the need for curriculum harmonization for the East African Common Higher Education Area, a directive of the EAC Heads of State since May 2017 which should be implemented. 

Prof. Banyakimbona said that to fast- track and facilitate free movement of labour specifically for law professionals within the Community. He strongly indicated the need for development of a harmonized legal training and certification framework for EAC to ease mutual recognition of qualifications and professional mobility in the region

“A lawyer who has studied and trained in any Partner State can practice in another one without any restriction,” said Prof.  

He called upon Partner States to take advantage of Article 126 of the Treaty in coming up with measures to harmonize legal training and certification. 

The conference was attended by the students of law and communication, Directors, Deans, Lecturers of the University and Lawyers from Bujumbura, Judges and staff of the East African Court of Justice.

Bujumbura Light University.  

It is a private and faith-based university which aims Excellency and quality in the exercise of our mission to educate current and future leaders of this country and the region. With its 21 years of existence, the Bujumbura Light University has around 6,000 students divided into 10 faculties and 2 institutes as well as 7 Masters programs. 

 The University has 5 campuses: Here in Mutanga, Kinindo in the south and avenue du large; downtown for distance learning; a research campus in Kajaga / Route Gatumba and a campus in GOMA/Democratic Republic of Congo.

About the East African Court of Justice

The East African Court of Justice (EACJ or ‘the Court’), is one of the organs of the East African Community established under Article 9 of the Treaty for the Establishment of the East African Community. Established in November 2001, the Court’s major responsibility is to ensure the adherence to law in the interpretation and application of and compliance with the EAC Treaty.  

Arusha is the temporary seat of the Court until the Summit determines its permanent seat. The Court’s sub-registries are located in the respective National Courts in the Partner States.

EAC launches media tourism campaign set to stimulate intra-regional travel

East African Community Headquarters, Arusha, Tanzania, 24th  November, 2021: The East African Community (EAC) has today launched the EAC Regional and Domestic Tourism Media Campaign set to publicize national and regional tourism products and services, in a move aiming at stimulating intra-regional travel. 

The campaign dubbed, ‘Tembea Nyumbani, seeks to entice East Africans to travel in their specific countries and around the region, in an effort to revive domestic and regional tourism across the region, amid the pandemic. 

The campaign is set to run for three weeks, from 1st December, 2021. It is part of implementation of the EAC Tourism Marketing Strategy and EAC Recovery Plan supported by German Development Agency, GIZ.

Annual Retreat for the EAC Statistics Development and Harmonisation Regional Project underway in Karatu, Tanzania

East African Community Headquarters, Arusha, Tanzania, 24th November, 2021: A five-day retreat of the staff of the EAC Statistics Development and Harmonization Regional Project (StatDHRP) is currently underway in Karatu, Tanzania. 

The objectives of the retreat is to review the progress on the Project implementation at technical level; discuss the current status on the EAC database development; prepare the Project work plan and budget for the Financial Year 2022/23 and hold consultations on the New Regional Statistics Project among others.

Speaking on behalf of the EAC Secretary General Hon. (Dr.) Peter Mathuki during the opening session of the retreat, the Deputy Secretary General in charge of planning and Infrastructure, Eng. Steven Mlote said that the retreat presents an opportunity to reflect on the achievements and challenges faced in the implementation of the Work plan for the Financial Year 2021/2022 which was developed in a similar retreat at this same venue one year ago.

EAC Council of Ministers green-light Report on DRC Verification Mission for consideration by EAC Heads of State

East African Community Headquarters, Arusha, Tanzania, 23rd November, 2021: Ministers in charge of East African Community (EAC) Affairs have recommended for consideration by the EAC Heads of States the report of the verification team on the application by The Democratic Republic of Congo (DRC) to join the Community.

The Ministers further recommended that the EAC Heads of State direct the commencement of negotiations with the DRC, in accordance with the findings of the verification team.

The Ministers made the decision during their 44th Extra-Ordinary Meeting held on 22nd November, 2021 via a hybrid format.
